North Aurora approves Zepelak farm property for development

NORTH AURORA — A few last-minute changes to the agreement won over the Village Board, which has given its OK to the annexation of the Zepelak property on Mooseheart Road between Deerpath and Orchard roads.

Petitioner Stan Zepelak and village staff had already hammered out a compromise giving Zepelak flexible zoning on the north half of the 41-acre site, allowing apartments, condominiums, townhouses and commercial development. The south half will be zoned for a mix of office, service and commercial uses.

In return, Zepelak agreed to several additional development restrictions on any multi-family housing built on the property, including a maximum three-story height; at least 25 percent of each building to contain masonry or brickwork; enclosed parking for one-fifth of units; and providing architectural differences between buildings. The agreement also gives the board final approval of architectural style.

Trustee Vince Mancini asked for a clause banning car dealerships on the entire site and banning auto service businesses from the north half.

“I don’t think we should have car dealers or car-related businesses such as body shops, tire stores and oil change places, given the noise they make and the nearness to residential areas,” he said.

Trustees unanimously voted to add that clause to the agreement.

Deerpath Road homeowner Lisa Quigley made a final appeal to block the annexation agreement.

“You’re writing them a blank check to do whatever they want,” she said. “I think it’s in your best interests to wait until they have a plan and then do the zoning.”

The board approved the annexation agreement 4-2, with Mancini and Trustee Chris Faber dissenting.
